Several empires and groups have invaded and ruled Kyrgyzstan throughout its history, including the Mongols, the Kalmyks, and the Manchus. Kyrgyzstan became part of the Russian Empire in 1876 until it dissolved in 1917. The Kirghiz Soviet Socialist Republic was formed in 1936 and became part of the USSR. Kyrgyzstan declared independence from the USSR in 1991 and formed a democratic government.

The country is a democratic republic with a president who serves as head of state and a Chairman of the Cabinet of Ministers who serves as head of government. Kyrgyzstan’s president is elected by popular vote and can serve a maximum of two five-year terms. The president elects the Chairman of the Cabinet of Ministers (who must be approved by the Supreme Council).
